In the exercise, where applicable, of the city police powers, and in all other cases
for the purpose of revenue, each and every kind of business or profession transacted
and carried on within the city limits, including shows, exhibitions and lawful games
carried on therein, is required to be licensed and the license fee shall be paid to
the collector at the rates designated in this chapter, annually payable between January
1st and 31st of each calendar year or between July 1st and July 31st of each year
unless otherwise fixed herein.
